Cost of Care Plus One-Time Payment
The Cost of Care Plus (COC+) One-Time Payment is part of an agreement between the State of California and Child Care Providers United (CCPU), pursuant to pursuant to Senate Bill (SB) 151.
In counties, across California, where the CalWORKs Stage One and/or Bridge Program are administered in-house by the county and where no business relationship exists between the CalWORKs Stage One and/or Bridge Program child care provider and an Alternative Payment Program (APP); the California Department of Social Services (CDSS) has contracted CDA to issue these payments directly to providers.

Who is eligible?
Licensed Family Child Care Home (FCCH) and License-Exempt Family, Friend or Neighbor (FFN) providers in California who received a Stage One and/or Bridge Program who were reimbursed for April 2025 subsidized child care services.
The COC+ One-Time Payment serves as a lump sum to reflect the increase in Cost of Care Plus Rate for July 2025 through December 2025 payment months.

Payment Amount
The One-Time COC+ Payment is calculated based on:
- Payment report data received from CDSS.
- The number of children you were reimbursed for April 2025 subsidized child care services.
- Your provider type and region (refer to the rate table below).
Payments will be issued by January 1, 2026.
Important: If a child care provider has never received a payment from CDA before, a valid W-9 Form must be submitted to CDA. If the payment data essential to issue accurate payment is missing, it is inaccurate, or the provider taxpayer identification number is unsuccessful, payments delays may result exceeding the January 1, 2026, deadline.

CDA has issued the COC+ One-Time Payment to eligible child care providers. CDA received the payment data from the California Department of Social Services (CDSS) on 12/01/2025 and has started issuing payments to eligible providers. We are based in San Diego County and provide affordable child care for over 17,000 children served by over 3,900 child care providers in the Child Care Payment Program, also known as the Alternative Payment Program.
CDA is also the largest sponsor in the Child and Adult Care Food Program in California providing nutrition education and reimbursements to over 1,000 child care providers throughout Southern California. - Note: Licensed Child Care Centers are not eligible for this payment.
Example: If you are a Licensed Family Child Care Home in the Bay Area paid for 3 children in the month of April 2025, your payment would be: 3 children × $114 = $342.

Once. CDA will issue the one-time payment to eligible providers by January 1, 2026.
We understand that submitting a valid W-9 Form to CDA can be an administrative burden since you may have already submitted this form to other agencies you do business with. However, CDA is required by the Internal Revenue Service (IRS) to collect a valid W-9 Form for accurate taxpayer identification when sending money to people or companies. CDA also needs this information to prepare 1099 Forms required by the IRS at the end of the year. The IRS outlines several penalties for failure to furnish or comply with the reporting requirements and correct information and we want to make sure that providers and CDA are not fined by the IRS. The good news is that you can easily complete and submit your valid W-9 Form to CDA electronically. It will take no more than 3 minutes to complete this short form that only requires name, tax classification (typically individual or corporation), address, and taxpayer identification number. You only need to complete ONE valid W-9 Form with CDA unless you had changes to your Taxpayer Identification Number. It is very important to submit a valid W-9 Form as soon as possible to avoid a delay in your payment.
No, if you already received payments from CDA and we have a valid W-9 Form on file, you do not need to submit a new W-9 Form. However, please note, that a new valid W-9 Form will be needed if you had changes to your Taxpayer Identification Number.

The payment report that CDA receives from the California Department of Social Services (CDSS) does not include children’s information, only a child count. Information security and client confidentiality is a high priority to CDSS and CDA. Therefore, we only receive information from CDSS that is needed to process your COC+ One-Time Payment.
