Transitional Subsidy Payment

The one-time Transitional Subsidy Payment is part of an agreement between the State of California and Child Care Providers United (CCPU) to supplement subsidized child care payments ratified as SB 140 (Chapter 193, Status of 2023) and signed by Governor Newsom on September 13, 2023. CDA has been contracted by the California Department of Social Services (CDSS) to issue these payments to selected child care providers throughout the state.

Payment Update

The Transitional Subsidy Payments ended on September 30, 2024. All eligible child care providers have been paid.

A total of 2,399 child care providers were paid.
A total of $2,311,740.00 in payments distributed.

Who is eligible?

Selected Stage One and Bridge Program child care providers in California who received payment for subsidized child care services in the month of April 2023.

Child Development Associates (CDA) is a community based, non-profit agency that has been supporting children, families and child care providers since 1974. We are based in San Diego County and provide affordable child care for over 13,000 children served by over 2,800 child care providers in the Alternative Payment Program. CDA has been contracted with California Department of Social Services (CDSS) to issue the one-time Transitional Subsidy payment to child care providers in counties where the Stage One and/or Bridge Programs are administered in-house by the county and no business relationship exist with an Alternative Payment Program (APP).

CDSS has provided CDA with the information for those providers eligible to be paid the one-time payment. These are providers whose local County Human Services Department is unable to provide those payments. Counties include:

Colusa, San Diego, Yolo, El Dorado, Imperial, Madera, Mendocino, Monterey, Riverside, San Bernardino, Stanislaus, Sutter, Tehama, Glenn, Mono, Sierra, Contra Costa, Fresno, Orange, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Sonoma, Sacramento, and Tulare.

Senate Bill (SB) 140 only authorized Transitional Subsidy Payments for child care providers who care for subsidized children.

If you provided subsidized child care with an Alternative Payment Program (APP) and were paid in April 2023, that Alternative Payment Program would issue the Transitional Subsidy Payment to you.

CDA has been contracted to pay Stage One and Bridge Program child care providers who were paid for subsidized child care services in April 2023 by their county Human Services Department and those county departments are not able to make the Transitional Subsidy Payments

Providers are only eligible for ONE Transitional Subsidy Payment regardless to the number of subsidy programs they may work with.

State law determined who is eligible to receive the one-time Transitional Subsidy Payment.

Senate Bill (SB) 140 and Welfare and Institutions Code (WIC) Sections 10277.1 and 10277.2 stipulate child care providers serving subsidized children will receive a one-time Transitional Subsidy Payment intended to supplement subsidized child care reimbursement.

Based on state law, child care providers are only eligible if they received subsidized child care payments in the month of April 2023.

In order for CDA to issue payment, eligible child care providers will receive an email requesting to submit a valid W-9 Form.

CDA will issue a check for the one-time payment directly to eligible Stage One or Bridge Program child care providers whose valid W-9 Form has been received.
